Background

The Morocco Economic Competitiveness (MEC) program is a USAID program whose objective is to provide technical assistance to improve the economic enabling environment in Morocco. The program is implemented by DAI, a consulting firm based in Bethesda, Maryland, USA.

Based on a multisectoral approach to reduce barriers to trade, investment and productivity in Morocco, the Program focuses on three components : (i) improving the economic enabling environment, (ii) using water sustainably for agricultural growth, and (iii) strengthening workforce development. Awarded in mid- December 2009, the MEC program is initiating its start-up phase, and is seeking a Grants Manager based in Rabat.

Specific Responsibilities

The Grants Manager will assume overall responsibility for the management of program grants and contracts portfolio in compliance with USAID regulations and DAI policies and guidelines. In close collaboration with the Chief of Party (COP) and the Director of Operations (DO), he/she will participate in soliciting applications, evaluating grant proposals and budgets and assist applicants in refining them. As primary point of contact, the Grants Manager will coordinate all financial reporting and communications related to grants and contracts with DAI/Bethesda under the supervision of the Director of Operations.

Specific tasks for this position are as follow :

-   Supports grants implementation and monitoring in accordance with USAID regulations and guidelines and DAI management policies. He/she will coordinate with DAI procurement for in-kind grants and ensure successful implementation of the grant activities. He/she will monitor, on an on-going basis, the performance of grantees with respect to the activities, reporting deliverables, and milestones agreed upon in their funding proposal ;

-   Build the capacity of potential grant beneficiaries. He/she will work closely with administrative and technical staff to facilitate the capacity-building of the grant recipients. This entails conducting orientation meetings with potential grant beneficiaries, providing technical assistance to associations and other potential applicants preparing applications for funding and to ensure their compliance with all terms and conditions, regulations and applicable rules.

-   Prepare all documentation needed for grant review by USAID. This will be done in coordination with MEC administrative supporting staff.

-   Coordinates the development of grant agreements and ensures that the agreements are fully executed prior to final award of the grant.

-   Manage fund-based accounting. He/she will assist the MEC Operations Manager in implementation and maintenance of internal accounting controls.

-   Advise the Chief of Party and the Director of Operation on grant funds management and budget planning. He/she will interpret terms of grant agreements, monitor appropriate spending, analyze and revise budgets, prepare grant reports, and review and approve budget change requests to ensure budget matches approved award budget in coordination with the Director of Operations.

-   Monitors performance and compliance of grantees and develops corrective action plans as necessary ; coordinate as necessary with external auditors.

The Grants Manager will carry out all other tasks required by the Grant Management Manual and DAI policies and procedures, but not mentioned specifically above.

Required qualifications

The ideal candidate will have :

-   A degree (Bachelor of Arts) or other equivalent professional qualification in business administration, procurement and contracting, accounting, finance or related field ;
-   At least five years of experience in grants and contract management with USAID’s financed projects or other international donors ;
-   Fluency, both written and spoken, in Arabic and French required, and proficiency in English needed ;
-   Ability to work independently and as part of a team- and deliver results within a strict timeline ;
-   Demonstrated high professional and ethical standards.
